The ELSA Development Fund is established in order to consolidate the ELSA network. Through financial support it helps ELSA groups develop and overcome structural weaknesses.

Concept and Aim
The ELSA Development Fund was set up in Spring 2000 and since then has been changed and adapted to the needs of the association. The aim of the fund is to overcome structural weaknesses in National Groups and to support measures and activities taken to develop and consolidate National Groups. The methods through which the aim can be achieved are Development Project, On Site Assistance and Network Development.
A Development Project aims at improving the knowledge of ELSA in a National group or in the network in general. Thus National Groups can receive financial support for arranging such events. On Site Assistance includes travel expenses for members of National Boards to International Council Meetings and Presidents' Meetings, as well as to the ELSA House Training Week and International or Regional Training Meetings. Furthermore it includes trainings of the National Boards. Network Development provides opportunities for National and Local Groups to receive training in various skills in order to develop the network, with the expenses of trainers covered by the fund.
The source of the ELSA Development Fund is derived from ELSA International and the National Groups of ELSA and is based upon a percentage of raised general sponsorship. Currently the percentage is 6% of general sponsorship from an International contact and 2.5% from a National contact. Payments to the fund are made twice a year, on 31st January and 31st July.
The fund is administrated by the International Board of ELSA who decides upon the award or allocation of the money between eligible applicants. The Treasurer of the International Board is responsible for the administration of the ELSA Development Fund.

Who can benefit?
Eligible applicants to the fund are National Groups that lack financial resources with a low level of activities and a weakness in either Human Resources or Knowledge and know-how, or both. A National Groups can also apply for their Local Groups if the Local Group fulfils these criteria. Finally a Local Group can apply to the ELSA Development Fund if there is no National Board and these criteria are also fulfilled.
The trainers from the International Trainers' Pool can also apply when providing training to a National or Local Group that is an eligible applicant.

How to apply?
If an ELSA group would like to apply for financial support from the ELSA Development Fund and it fulfils the criteria, it must submit a written application to the International Board.
The application has to be submitted no later than 6 weeks before the event. The International Board will take a decision on the maximum amount of the financial support within 2 weeks.
